The city is situated in a County named St. Francois in Missouri, and it is populated by more than 9,000 residents. The city was formed through an unusual merger in 1994, when Elvins, Esther, Flat River, and the village of River Mines all came together to form the new city of Park Hills; it was a unique four-way merger. The formerly incorporated town of Fairview Acres merged with Flat River in 1983. Various entries selected the name for a new city to a committee composed of citizens or members of the four cities. Its' name was submitted by a resident and a previous teacher of Flat River, it came from the inspiration of the Ozark Mountains' foothills and various parks surrounding the area. It was located seven miles northwest of Missouri and sixty-five miles of St. Louis, adjacent to St. Joe State Park, and close to the state parks of St. Francois, Elephant Rocks, Hawn, Taum Sauk Mountain, Johnson's Shut-Ins, and Washington. The city contains Mineral Area College, previously known as Flat River Junior College, which is sited in the Old Lead Belt, a former lead mining territory. One of the notable historical places in the City is the Eugene Field School.

There are some attractions in the city, including Columbia Park at the center of the city, an 18-hole golf course, a walking track, a playground, and Park Hills Sports Complex, home to many softball games.  Notable people in the history of Park Hills include Ferlin Husky(country music singer and a member of the Music Hall of Fame).
