The city is located in Missouri and is the county seat of Livingston County. The town "Chillicothe" is Shawnee for "big town" and the city was named after it. The town was initially settled by the local Americans and the Missouri and Osage in the territory at that time, mostly by French traders and explorers. When the Osage were displaced, the Shawnee had a major village known as Chillicothe, and it was the name of a major band of the tribe. The other Native American tribes in the area were the Fox and Sac and Pottawatomi. The area was incorporated as a city by the General Assembly Act and was selected as the commissioner's county seat. The town was developed with little pretense of architectural design or beauty with cheap frame houses. The building materials were sawed and hewed from the walnut and oak timber products surrounding the town as timber was surplus in the area.
The town improved due to railroad construction, and brick business buildings were constructed using the former frame structures. Further improvements were due to the erection of the three-story school building known as Middle School and the introduction of the "Water Works" and electric lights. The Missouri Training School for Girls is located in the city and is the correctional facility of the Missouri Division of Youth Services. After the Missouri Training School for Negro Girls, the school received all the black girls. The Chillicothe School District serves the city's residents and provides preschool and some other educational programs through twelfth-grade education.

The schools in the district include Chillicothe Alternative School, High School, Middle School, Field Elementary School, Dewey Elementary School, Elementary School, Garrison School, Grand River Technical School, Bishop Hogan Memorial School, Litton AgriScience Learning Center, and St. Columba's Catholic Church. Chillicothe has a public library called the Livingston County Library and a children's library called the Lillian DesMarais Youth Library.
