A motivating factor for the construction of the new street railway was the traffic that flowed during the visit of families to the Richmond area. A pioneer came to the community from Boston in hopes of finding a favorable climate for his sick wife, and the natural springs in the area made it a suitable choice for his family. These springs were the inspiration for the area's new name, and Reed bought about one thousand acres of land and divided it into lots.

The town also includes Washington Street, and the home arena is Highland Springs High School. The schools serving the community's residents include Richard Bland College of William & Mary, Highland Springs High School, and Elementary School, and Fair Oaks Elementary School.
