The town is located in Tioga County, New York, and its name is derived from the Iroquois word Ahwaga which means where the valley widens. The town is located in the southeastern part of the county. The first settlers came to the town in 1789, and the Original Town of Owego was created in 1791. The town's land area was reduced due to the formation of other towns in the county. The name Owego came from the vast floods that happened in the valley after the melting of the snow, and it caused several deaths in the years past. The current location was created as the Town of Tioga in 1800 from Broome County, known as the town of Union. Due to confusion over the location of the village, the state's legislature directed both towns to switch names so that Owego village was the same name as the town. The following locations in the town are on the National Register for Historic Places list, namely Vesper Cliff, Hiawatha Farm, and Waits Methodist Episcopal Church and Cemetery.

The following are some of the notable places in Owega, namely Apalachin, which is the hamlet of Apalachin and is located south of the Susquehanna River. Campville is another hamlet on the northern side of the river. It was initially called East Owego until renamed after a famous soldier and settler, Asa Camp. Crest View Heights is a neighborhood and census-designated place in the river's eastern town line and north. Farmingville is a hamlet north of the village on NY Route 38, and it was named after a soldier who settled in the area. His name was David Fleming. Foster is a location near the eastern town boundary, and it was named after an early settler by the name Foster. Gaskill Corners is a hamlet north of the river on County Road 39, and it is named after an early settler called Joseph Gaskill. Hiawatha Island is an island located close to the river east of the village and west of Appalachian. Another location is the Hampton Inn, a hotel that serves residents and guests in the town.
