The town is located in Tuscola County and is also the county seat. The city started as a logging camp built by Emerson Curtis and was later bought by Samuel P. Sherman. Two lands were sold for logging or lumbering, William E. Sherman worked in the lumbering factory close to the Cass River. This was his favorite spot. He convinced his father to visit, who bought more acres of land for his first purchase. A road was constructed from Bridgeport to Caro, and when it was finished, it increased the city's commercial success. Melvin Gibbs kept a hotel in an old log house where he put up a frame building called the Gibbs House. He built another one and then named it the Centerville House due to its location in the center of the county. The house became associated with the city. Centerville was initially the county seat, and a post office named Tuscola Center was established. The city was henceforth named after the variant spelling of the Egyptian city of Cairo after William E. Sherman to address the confusion of differing leaders and names.

The Michigan State Housing Development Authority selected a card after Governor Granholm announced that cities should participate in the blueprints for the Downtowns program. The city got a market-driven, action-oriented and comprehensive strategy that resulted in job creation, economic growth, and private investments. The Tuscola Area Airport is located in the city, known as the Caro Municipal Airport. The Michigan Department of Transportation improved the airport to lengthen and add taxiways, runways, additional hangar spaces, and administration buildings. A corn ethanol production facility is also present in the city and Michigan Ethanol, a partner of Broin Companies, is owned by Poet Biorefining.

It was initially opened as a support center for epilepsy patients and operated by producing its own self-sustaining foods including maintaining livestock and vegetables.
