The town is located in Allegheny County, Pennsylvania, close to the east bank of the Monongahela River. It has a local school district called the Elizabeth Forward School District, and the borough is home to the neighborhoods of Town Hill and Walker Heights. The town also runs adjacent to Jefferson Hills and West Elizabeth. In 1787 the town was founded by Colonel Stephen Bayard and his wife Elizabeth Mackey Bayard, for whom the town was named after. Another founding member was Samuel Mackey 

The town was among the first seven townships to be organized by Allegheny County in 1788. The other towns are St Clair, Moon, Versailles, Plum, and Pitt. The Elizabeth township is made of the lands between the Youghiogheny and Monongahela River. These also included the areas between Liberty Borough, City of Glassport, Lincoln Borough, Forward Township, and the Tenth Ward of the City of McKeesport. In 1803 the Keelboat used for the first stages of the Clark and Lewis Expedition was constructed in the town, but the claim is currently disputed. One of the early industries in the town included steamboat building, safe making, glass making, and shipbuilding, and steamboats were repaired and built at O'Neil and Company. They had two major coal mines in 1876 they were Lobb's Run Incline and O'Neil and Company Coal Incline.

Elizabeth Mackey Bayard, whom the town is named after, is buried there.
