The community is located in Thurston County, Washington, and is a census-designated place. The town was founded in 1853 and has a population of more than 3,000 residents and a total area of 2.3 square miles. The city was named after Rochester, Indiana, the native home of the first settler.
The city holds an annual Swede Day Festival in June, which is done to honor Swedish culture and the town's early beginnings in the 19th and 20th centuries. The festival is composed of maypole dance, a parade, and traditional Swedish cuisine, a major feature and highlight of the festival. The celebration was first held in 1978 and replaced an annual Strawberry Festival. Some of the historical sites found in Rochester town include the Swede Hall built-in 1939, which was constructed to replace a town hall built-in 1911. It was constructed in a traditional Swedish hall style. The building was constructed with more than $200 000 from the Washington state budget, which was used to improve the town's 80-year-old hall infrastructure.

The following are the schools within the town, namely the Grand Mound Elementary, Rochester Co-op Preschool, Primary School, and Middle School. The city has a library called Rochester Community Library. It is a cooperative venture between Timberland Regional Library and local volunteers. It is the current home of the Rochester Community Center. The Timberland Regional Library and School District went into a formal arrangement to allow the placement of a Kiosk in the community while local volunteers will man the Community Library. Materials in TRL are made available through the Kiosk, and they are delivered to the town's local library. The books and materials are later returned to the local library, where they are returned to the TRL system.
