The village of Black River is located in Jefferson County. The community was first settled during the construction of a mill on the southern part of the Black River and was formerly called "Lockport". The town grew to include two small river islands as well as both sides of the river. A large fire destroyed the business part of the downtown city, and buildings affected by the fire included the D.J. Scott and Son Block, the Poor Block (which included a three-story building with an opera house on the third floor), Parkinson's Store (the old post office), the Arthur House (a hotel), F.H. Dillenbeck's Tinshop and Hardware Store, Whipple and Hadsell's Store, George Graham's barbershop, A.W. McDowell's Store, the I.O.O.F. Hall, and two residential dwellings, and the Kennedy Stone house.

There was no fire department at the time, but the residents of the city immediately made plans to organize a fire department. The department still provides fire protection for the community and is one of the county's oldest continually operating fire departments.
